We present libCEED, a portable, extensible, low-level library for high performance computing on GPUs as well as on CPUs, which provides a versatile algebraic interface and optimized implementations suitable for high-order operators. We introduce libCEED and its API and demonstrate its usage with PETSc, though examples of problems that may be of interest to the Applied Mathematics or Physics and Multiphysics communities, in which the composition and application of the different operators at the subdomain level, i.e. at the quadrature points that arise in discretizations with tensor product bases for spectral elements, is exploited.
